1. General Provisions
1.1. These rules for admission to the Cadet Fire and Rescue Corps (hereinafter referred to as the Cadet Corps) of the Ivanovo Fire and Rescue Academy of the State Fire Service of the Ministry of Emergency Situations of Russia (hereinafter referred to as the Academy) are developed on the basis of: Federal Law No. 273-FZ of December 29, 2012 "On Education in the Russian Federation ”, Order of the Ministry of Emergencies of Russia dated November 12, 2014 No. 627 “On the creation of the Cadet Fire and Rescue Corps of the Ivanovo Fire and Rescue Academy of the State Fire Service of the Ministry of Emergencies of Russia”, Order of the Ministry of Education and Science of the Russian Federation dated January 22, 2014 No. 32 “On approval of the Procedure admission of citizens to study in educational programs of primary general, basic general and secondary general education", Order of the Ministry of Health of the Russian Federation of December 30, 2003 No. 621 "On a comprehensive assessment of the health of children", Order of the Ministry of Health of the Russian Federation of July 3, 2000 No. 241 " On approval of the "Children's Medical Card for Educational Institutions", Order of the Ministry of Health of the Russian Federation No. 822n dated 05.11.2013 "On Approval of the Procedure for Providing Medical Assistance to Minors, Including During the Period of Education and Education in Educational Institutions", the Charter of the Academy and other regulatory legal acts of the Russian Federation, the Ministry of Education and Science of the Russian Federation and the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters.

1.2. The cadet corps accepts minor male citizens of the Russian Federation (hereinafter referred to as candidates), not younger than 14 years old and not older than 16 years old, with basic general education (9 classes), received in the year of admission, fit for health reasons, wishing to study in the cadet corps .

1.3. Preliminary selection measures are carried out in order to send candidates (citizens of the Russian Federation) for admission to the cadet corps who meet the requirements provided for by the governing documents, and include determining the suitability of candidates for training according to the following indicators: age, level of education and health status.
2. Order of admission
2.1. For the admission of students to the cadet corps, a selection committee is created by order of the academy.

2.2. Admission to the cadet corps of students is carried out in the following order:

2.2.1. Acceptance of applications and documents of candidates for admission to the cadet corps.

2.2.2. Consideration of the submitted applications and documents and the implementation of the preliminary selection of candidates for admission by the selection committee.

2.2.3. Psychological testing and interview conducted by the psychological support group of the educational work department of the academy.

2.2.4. Entrance tests in mathematics, Russian language, physical culture conducted by subject examination boards, approved by the order of the academy.

2.3. The selection committee selects candidates based on the application of parents (legal representatives), a certificate of basic general education, the study of documents characterizing the social, creative, sports and other achievements of candidates.

2.4. Acceptance of applications and documents of candidates for admission to the cadet corps is carried out from June 01 to June 20. The following documents are submitted to the admission committee:


  • recommendation from the Main Directorate of the Ministry of Emergency Situations of Russia at the place of residence on sending for training (Appendix No. 1);

  • application from the parents (legal representatives) of the candidate (Appendix No. 2);

  • application of the candidate about the desire to study in the cadet corps (Appendix No. 3);

  • autobiography;

  • a copy of the birth certificate;

  • a copy of the passport (if available);

  • certificate of basic general education;

  • certificate of the results of examinations of the state (final) attestation (hereinafter GIA);

  • psychological and pedagogical characteristics from an educational institution, certified by the signature of the head and the seal of the institution;

  • a certificate from the internal affairs bodies that the candidate has not been brought to administrative or criminal liability;

  • certificate from the place of residence of parents (legal representatives) indicating the composition of the family and housing conditions;

  • a copy of the compulsory health insurance policy.

  • an extract from the history of the development of the child (form 112 / y), containing information about the past diseases and the state of health of the child;

  • certificate in the form F 086 / U, certified by the seal of a medical institution with the entered data of examinations and conclusions of specialists (therapist, surgeon, orthopedist, neuropathologist, phthisiatrician, neuropsychiatrist, allergist, dermatologist, ophthalmologist, otolaryngologist, dentist, pediatrician) in accordance with age. Each specialist must indicate the candidate's health group;

  • vaccination card (form 063/y);

  • medical card of the child for educational institutions (form 026 / y-2000);

  • information from the psycho-neurological and narcological dispensaries on the state of the minor registered (observed) from all places of residence over the past 5 years, as well as a certificate from the narcological dispensary with an express urine test for the use of narcotic drugs;

  • 4 photographs (4.5 x 6 cm);

  • candidate's portfolio (Appendix No. 4).
In the period from June 1 to June 20, the documents are submitted to the Academy's admissions committee personally by the candidate (or his legal representative) or can be sent by the candidate through public postal operators (by mail) to the Academy's admissions committee. Documents are sent by the candidate by registered mail with a notification and a description of the attachment. The notification and the certified inventory of the attachment are the basis for confirming the acceptance of the candidate's documents for training.

In the case of sending the documents required for admission through public postal operators, these documents are accepted if they entered the Academy no later than June 20, 2015 - the deadline for accepting documents.

Submission of documents for admission to training in electronic form is not provided.

2.5. Original documents (passport, birth certificate, medical insurance policy, medical card for educational institutions (form No. 026 / y-2000), vaccination certificate and documents confirming the candidate's pre-emptive right to enroll) are presented by the candidate upon arrival directly to the cadet corps .

2.6. The priority right to enroll in the cadet corps, including in accordance with part 6 of Article 86 of the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation", is enjoyed by:


  • orphans and children left without parental care;

  • children from large and low-income families;

  • children under guardianship (guardianship);

  • children of servicemen undergoing military service under a contract;

  • children of state civil servants and civilian personnel of federal executive bodies in which military service is provided for by federal law;

  • children of employees of the Ministry of Emergency Situations of Russia, undergoing military (internal) service under the contract;

  • children of citizens who are discharged from military service upon reaching the age limit for military service, for health reasons or in connection with organizational and staff measures and whose total duration of military service is twenty years or more;

  • children of military personnel who died in the performance of military service duties or died as a result of injury (wounds, injuries, contusions) or diseases received by them in the performance of military service duties;

  • children of employees of the Ministry of Emergency Situations of Russia who died in the line of duty or died as a result of injury (wounds, injuries, contusions) or diseases received in the line of duty;

  • children and grandchildren of the Heroes of the Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory and persons awarded government awards during military or equivalent service;

  • children of employees of the internal affairs bodies who died or died as a result of injury or other damage to health received in connection with the performance of official duties, or as a result of a disease received during the period of service in the internal affairs bodies, children who are dependents of these persons;

  • children of prosecutors who died or died as a result of injury or other damage to health received by them during their service in the prosecutor's office or after dismissal as a result of causing harm to health in connection with their official activities;

  • Graduates of the 9th grade - winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, members of the national teams of the Russian Federation that participated in international Olympiads in general subjects and formed in the manner determined by the Ministry of Education and Science of Russia;

  • Graduates of the 9th grade - winners and prize-winners of Olympiads for schoolchildren held in the manner established by the Ministry of Education and Science of Russia;

  • Graduates of the 9th grade - winners of the All-Russian competitions "School of Safety", "Young Rescuer";

  • citizens who, in accordance with the established procedure, have been assigned the sports category of a candidate for master of sports, the first sports category or sports title in a military-applied sport, as well as citizens who have been trained in military-patriotic youth and children's associations;

  • other persons in cases established by the legislation of the Russian Federation.
The preferential right to enroll in the cadet corps must be documented by the candidate.

2.7. The selection committee has the right to check the documents submitted by the candidate. In order to confirm the authenticity of the documents submitted by the candidate, the selection committee has the right to apply to state (municipal) bodies and organizations.

The Commission, based on the study of the documents provided, makes a decision to “recommend / not recommend” the candidate for passing the entrance examinations (identifying the propensity for profile training in the relevant academic subjects, the level of physical development, studying the psychological readiness for training in the cadet corps) and informs the candidate (parents or legal representatives). Candidates not recommended for passing the entrance examinations are not allowed to the next stage of admission.

2.8. Reception of candidates for admission to the cadet corps is carried out directly at the academy. Applicants must bring sportswear and shoes with them.

2.9. Entrance tests in mathematics, Russian language, physical culture and psychological testing are held from June 29 to July 12 at the academy.

2.10. The conclusion about the psychological suitability of candidates is made on the basis of psychological testing and interviews.

2.12. The identification of inclinations for profile training in the Russian language, mathematics and the level of physical development is carried out with all candidates within the time limits established by the selection committee.

For entrance examinations, examination groups of 25-30 people are formed from candidates. Sheets are compiled for the examination group for each type of test.

2.13. The list of candidates admitted to the entrance examinations is posted on the official website of the Academy.

2.14. Candidates who receive an unsatisfactory mark when passing the entrance test in Russian language, mathematics or physical training are not allowed to the next stage of admission.

2.15. Identification of medical contraindications to training in the cadet corps is carried out according to medical documents. The level of health of candidates must be at least I-II health groups.
3. Enrollment in the cadet corps
3.1. Candidates who have passed the entrance examinations and have I - II health groups are entered into the competitive lists and, according to the results of the competition, are enrolled in the cadet corps by order of the academy.

3.2. Candidates recognized as unfit for health reasons, who did not appear at the beginning of the interview without a good reason, who refused to enter after the start of the interview, as well as candidates who were denied further interview due to indiscipline, are eliminated from the competition for admission.

3.3. Competitive lists for the enrollment of candidates in the cadet corps are approved by the decision of the selection committee, which is drawn up in the minutes of the meeting of the selection committee.

3.4. Candidates are ranked depending on the sum of points that determine the level of general education (the scores of entrance examinations for each subject are summed up, the results of the GIA exams).

3.5. Competition lists are ranked as follows:

3.5.1. In descending order of the sum of competitive points.

3.5.2. If the sum of competitive points is equal, the higher place in the list is occupied by applicants who have the priority right to enroll.

3.6. Enrollment in the cadet corps for training and education is formalized by order of the academy.

3.7. Upon admission to the cadet corps, the academy is obliged to familiarize the cadet and his parents (legal representatives) with the Charter of the academy, a license for the right to conduct educational activities, with a certificate of state accreditation, these rules, the main educational programs implemented by the cadet corps, the Regulations on the cadet corps.

3.8. The results of admission to the cadet corps are brought to the attention of parents (legal representatives) on the day the enrollment order is signed.

The Ivanovo Fire and Rescue Academy of the State Fire Service of the Ministry of Emergency Situations of Russia is a powerful educational and scientific complex, in which more than 1,500 cadets and students of full-time and correspondence courses study, 350 students, and together with teachers and employees, the team consists of more than 2,500 people. The Academy carries out recruitment for the specialty of higher professional education, both on a budgetary and paid basis. Faculty "Fire Safety"

The Faculty of Fire Safety is a structural subdivision of the Ivanovo Fire and Rescue Academy of the State Fire Service of the EMERCOM of Russia, which trains specialists with higher professional education for the Federal Fire Service of the EMERCOM of Russia.

Educational and scientific complex "Fire extinguishing"

Educational and Scientific Complex "Fire Fighting" is an independent structural subdivision of the Ivanovo Fire and Rescue Academy of the State Fire Service of the Ministry of Emergency Situations of Russia.

The educational and scientific complex "Fire Fighting" was established in January 2010 with the aim of implementing an integrated approach to scientific and educational activities on the problems of fire fighting, ensuring fire safety, preventing and eliminating the consequences of emergencies.

The composition of the UNK "Fire Fighting" includes: the head of the UNK, the head of the research department and researchers, teaching staff and teaching and support staff of the departments of the UNK.

In accordance with the decision of the Academic Council of the Ivanovo Institute of the State Fire Service of the Ministry of Emergency Situations of Russia dated June 30, 2011, September 15, 1966 is considered the day of the formation of the educational institution.

In 1968, the construction of a complex of buildings of the school began, and by 1972 a hostel, an educational and administrative building with classrooms, a cinema hall, a shooting range and a dining room were built and put into operation. The requirements for improving the educational process determined the need for a significant expansion of the base of the school and in the period 1977-1986 a new educational building, a second hostel, an indoor sports arena, a training fire station were built, the dining room was expanded to 1200 seats.

As part of the provision of friendly assistance to developing countries, a special course on working with foreign students was organized at the Ivanovo fire-technical school of the USSR Ministry of Internal Affairs from August 1, 1988. In July and August 2010, 276 employees and cadets of the institute took part in extinguishing forest and peat fires in the Ivanovo and Vladimir regions. More than 150 employees and cadets were awarded medals and badges of the Ministry of Emergency Situations of Russia for courageous and resolute actions during the elimination of an emergency situation, 10 employees and cadets of the institute were awarded letters of thanks from the Governor of the Ivanovo Region.
